Jubbaland Civil Service Commission Act (2017)

The Jubbaland Civil Service Commission Act (2017) establishes the legal and institutional framework for managing the public civil service across the state. It defines the structures, roles, and procedures required to ensure a professional, merit-based, and accountable public workforce aligned with constitutional principles.

The Act provides for the establishment of an independent Civil Service Commission responsible for overseeing recruitment, performance, discipline, and overall human resource management within government institutions. Its mandate ensures that public service delivery remains efficient, transparent, and fair, with equal opportunity for all qualified individuals.

The Commission is composed of a Chairperson and two Deputy Chairpersons appointed through a competitive and transparent process. Members serve fixed terms and are required to maintain independence, neutrality, and professionalism. Provisions within the Act safeguard the Commission from political interference and conflicts of interest.

Regulation and standardisation of human resource practices form a central function of the Commission. Responsibilities include developing policies and guidelines for recruitment, promotion, and staff management, maintaining records of civil servants and positions, and coordinating with the Ministry of Finance on staffing structures and remuneration.

Authority is granted to address disciplinary matters, manage complaints, and enforce ethical standards across the civil service. Powers extend to issuing regulations, conducting inspections, reviewing institutional records, and ensuring compliance with established procedures.

Support for the Commission is provided through a Secretariat, alongside structured operational procedures such as regular meetings and committee arrangements that enable effective coordination and oversight.

Annual reporting requirements ensure accountability, with detailed information published on workforce composition, recruitment, and disciplinary actions. Legal precedence is established in matters relating to civil service governance, ensuring consistency and clarity across public sector institutions.
