Advancing Fair Recruitment and Building a Professional Civil Service

Achievements of the Jubbaland State Civil Service Commission

Since its establishment, the Jubbaland State Civil Service Commission has made significant progress in strengthening public sector human resource management and delivering on its mandate. From a limited operational base, the Commission has developed into a functional institution supporting merit-based recruitment, institutional capacity development, and improved public service delivery across government institutions.

Key milestones achieved in the execution of its mandate include:

  • Competitive recruitment of approximately 523 civil servants across ministries, departments and agencies under the multi-partner funded RCRF II programme, strengthening merit-based public employment
  • Development of a Civil Service Strategic Plan (2018–2020) with support from institutional partners, providing a framework for structured civil service reform
  • Successful recruitment and placement of positions funded through donor-supported programmes, enhancing institutional capacity across government
  • Introduction of performance evaluation and appraisal mechanisms within government institutions, with a focus on improving time management and accountability
  • Implementation of training and induction programmes for civil servants, strengthening skills, professionalism, and institutional effectiveness
  • Sensitisation of Cabinet members and legislative bodies on the importance of adhering to recruitment policies and guidelines, promoting consistency and compliance
  • Review of organisational structures across ministries and state agencies, in consultation with leadership, to identify staffing needs and improve service delivery efficiency
  • Development of the Civil Service Act, Civil Service Commission Act, and supporting regulations, strengthening the legal and institutional framework for civil service management
