Leadership

The Jubbaland State Civil Service Commission is led by the Civil Service Commissioner, who provides strategic direction, institutional leadership, and oversight of all Commission functions. The Commissioner ensures that the Commission operates in accordance with its mandate, maintaining integrity, impartiality, and adherence to civil service laws and regulations.

The Deputy Civil Service Commissioners support the Commissioner in overseeing operational functions, coordinating departmental activities, and ensuring alignment between strategic priorities and day to day implementation. Their role strengthens institutional performance, accountability, and continuity in service delivery.

Policy, Records and Merit Protection

This function is responsible for safeguarding the integrity of civil service processes through policy guidance, records management, and merit protection. It ensures that recruitment decisions are documented, verifiable, and compliant with established procedures.

The unit supports the management of personnel records, handles official correspondence, and maintains structured filing systems that promote transparency, accountability, and consistency in civil service administration.

Recruitment and Coordination

The Recruitment and Coordination function serves as the operational core of the Commission. It is responsible for planning and managing recruitment processes, coordinating with ministries and agencies, and ensuring that selection procedures are conducted fairly and on merit.

This function is supported by technical roles including recruitment officers, IT support, and administrative staff, ensuring that recruitment systems are efficient, organised, and aligned with institutional requirements.

Administrative and Support Services

The Commission is supported by essential administrative roles that ensure smooth day to day operations. These include secretarial support, logistics, transport, facility maintenance, and security services.

These functions provide the operational backbone of the Commission, enabling technical teams to deliver on their mandate effectively and ensuring a well-functioning institutional environment.
