BUILDING CAPABLE AND RESILIENT PUBLIC INSTITUTIONS

Overview

Capacity Building and Institutional Support focuses on strengthening the systems, structures, and human resource capabilities of public institutions. The Commission works with ministries, departments, and agencies to enhance their ability to manage human resources effectively, implement policies consistently, and deliver services in line with national priorities.

Institutional Strengthening

Support is provided to improve organisational structures, clarify roles and responsibilities, and align institutional arrangements with approved mandates. The Commission guides institutions in establishing functional HR units, strengthening internal coordination, and improving administrative systems that support workforce management.

Training and Skills Development

Targeted training programmes are delivered to build the technical and managerial capacity of HR personnel and administrative staff. These initiatives focus on core areas such as recruitment procedures, performance management, compliance requirements, and the application of standardised HR tools and systems.

Systems and Process Improvement

The Commission supports the development and adoption of standardised procedures, templates, and HR management tools to improve consistency and efficiency. Institutions are guided in implementing structured processes that enhance transparency, reduce administrative gaps, and support effective service delivery.

Technical Advisory Support

Ongoing advisory support is provided to assist institutions in addressing operational challenges, implementing reforms, and strengthening governance practices. This includes practical guidance on HR planning, policy application, and the use of digital systems for workforce management.

Monitoring and Learning

Capacity building efforts are monitored to assess progress, identify gaps, and inform continuous improvement. Lessons learned from implementation are used to refine approaches, strengthen support mechanisms, and ensure that interventions remain relevant and effective.
