Overview

Workforce Planning and Management ensures that public institutions maintain an optimal balance between staffing needs, organisational mandates, and available resources. The Commission provides strategic oversight to guide how ministries, departments, and agencies plan, deploy, and manage their workforce in line with national priorities and service delivery requirements.

Workforce Planning Framework

The Commission supports the development and implementation of structured workforce planning frameworks across government institutions. This includes defining staffing requirements, analysing current workforce capacity, and identifying gaps in critical skills and functions. Institutions are guided to align staffing structures with approved mandates and medium-term strategic objectives.

Establishment Control and Staffing Alignment

Oversight is provided to ensure that staff establishments are properly defined, approved, and maintained. The Commission reviews organisational structures and staffing levels to prevent overstaffing or understaffing, ensuring that human resources are distributed efficiently and equitably across institutions.

Deployment and Utilisation

The Commission monitors how personnel are deployed across roles and functions to ensure effective utilisation of skills and competencies. Transfers, reassignments, and role adjustments are assessed to maintain alignment with institutional needs and to support continuity in service delivery.

Data and Workforce Analytics

Workforce planning is supported through the use of accurate and up-to-date human resource data. The Commission promotes the use of standardised HR information systems to track staffing levels, analyse trends, and inform evidence-based decision-making across the public service.

Reporting and Strategic Oversight

Workforce data and planning outcomes are consolidated and reported to inform policy direction and resource allocation. The Commission provides insights to support strategic decisions related to recruitment, capacity development, and institutional strengthening.

Continuous Strengthening

The Commission promotes continuous improvement in workforce planning practices through the standardisation of tools, refinement of policies, and capacity building within HR units. These efforts ensure that the public service remains responsive, efficient, and aligned with evolving governance priorities.
