Overview

Human Resource Management Oversight ensures that public institutions implement sound, consistent, and compliant HR practices aligned with civil service laws, policies, and standards. The Commission provides oversight across ministries, departments, and agencies to promote transparency, accountability, and efficiency in workforce management, while supporting the development of a capable and well-regulated public service.

Scope of HR Oversight Activities

The Commission oversees core human resource functions across government entities, including staff establishment control, appointments, promotions, transfers, performance management, and separation processes. Oversight ensures that all HR actions follow approved procedures, maintain proper documentation, and align with institutional mandates and workforce planning frameworks.

Monitoring and Compliance

Regular monitoring is conducted to assess adherence to civil service regulations, HR policies, and administrative guidelines. The Commission reviews HR records, validates decisions, and ensures that processes are applied consistently and fairly across institutions.
