This Regulation establishes the procedural framework governing how civil servants are recruited, advanced, and reassigned within the Jubbaland State public service. It translates the broader civil service legal framework into clear, standardised processes designed to ensure fairness, transparency, and merit-based decision-making.

The framework applies to civil servants funded through the consolidated government budget, while excluding categories such as security forces, judiciary members, elected officials, and certain contractual personnel. Scope and definitions provide clarity and consistency in application across ministries, agencies, and independent bodies.

Recruitment begins with the identification and approval of vacant positions, including confirmation of budget availability. Public notification of vacancies ensures open access to opportunities through appropriate communication channels. Applications are centrally managed, with strict requirements for documentation, confidentiality, and record-keeping.

Selection follows a structured and transparent process. Recruitment committees evaluate applications, prepare shortlists, and conduct assessments. Evaluation methods may include written examinations, interviews, or a combination of both, depending on the role. Scoring systems, reference checks, and documented decision-making ensure that outcomes are based on qualifications, competence, and suitability.

Appointment requires formal approval, followed by an offer of employment and a written contract outlining terms, responsibilities, and conditions of service. Verification processes are conducted during the initial employment period, including validation of academic qualifications, health assessments, and background checks.

A probation period of three months applies to newly recruited staff, with performance monitored against agreed work plans. Structured reporting supports decisions on confirmation or termination of employment based on demonstrated performance.

Promotion and transfer are governed through merit-based processes. Internal candidates may apply for advancement or reassignment, with evaluation aligned to job requirements. Transfer decisions require agreement between relevant authorities and must reflect demonstrated suitability.

Temporary acting appointments are permitted under defined conditions to ensure continuity of operations, with limits on duration and remuneration aligned to the acting role.

Provisions for complaints and appeals allow candidates to challenge outcomes where procedures have not been properly followed or where decisions are not based on merit.
