About this report
The FY2023 Annual Audit Report was presented to Parliament on 28th September 2024. It examines the management of Hirshabelle State revenue, expenditure, procurement and other public-financial-management processes for the year ended 31st December 2023.
The report identifies significant weaknesses in revenue collection and documentation, expenditure management and procurement, and provides recommendations to improve controls, compliance, financial reporting and institutional accountability.
