Compliance Audit

Overview

Compliance audit is a core function of the Office of the Auditor General of Galmudug State and provides assurance on whether public institutions operate in accordance with applicable laws, regulations and established procedures. The audit focuses on assessing adherence to legal and regulatory frameworks governing the use of public resources and institutional operations.

Scope of Compliance Audit

Compliance audits examine whether government entities follow approved financial management procedures, procurement rules, administrative regulations and other applicable legal requirements. The audit reviews transactions, decisions and operational practices to determine whether they conform to established standards and statutory obligations.

Legal and Regulatory Assessment

The audit process evaluates the extent to which institutions comply with governing laws, policies and guidelines. It identifies instances of non compliance, procedural breaches and weaknesses in enforcement mechanisms that may undermine accountability and proper governance.

Reporting and Oversight

Findings from compliance audits are documented and reported to Parliament to support legislative oversight and accountability. These reports highlight areas of non compliance and provide recommendations to strengthen adherence to legal and regulatory frameworks across ministries, departments and agencies.

Through compliance audit, the Office promotes discipline in public administration and supports the consistent application of rules and procedures. The Office continues to enhance compliance audit practices through the application of standard methodologies, capacity development and continuous improvement of audit processes, contributing to stronger governance and accountability across Galmudug State.
