Institutional Structuring, Workforce Planning, and Budget Control Framework<\/h4>

This Regulation establishes the framework for designing, structuring, and managing government institutions within the Jubbaland State civil service. It defines how organisational structures are created, reviewed, and aligned with staffing levels and budgetary constraints to ensure efficient and sustainable public administration.<\/p>

Application extends to civil servants funded through the consolidated government budget, including those supported through donor-funded positions, while excluding categories such as security forces, judiciary members, and political office holders. The framework promotes efficiency in service delivery while maintaining fiscal discipline.<\/p>

Oversight responsibility rests with the Civil Service Commission, which is mandated to coordinate, approve, and maintain records of all government positions, staffing structures, and workforce data. The Commission works in coordination with the Ministry of Finance to advise on staffing levels, grading, and compensation, ensuring alignment with economic conditions and available resources.<\/p>

Organisational structures are required to be designed in a manner that optimises service delivery while minimising costs. Each institution must operate within an approved establishment, defined as the total number of funded positions. Creation of new institutions or restructuring of existing ones requires formal documentation, including proposed organisational structures, which must be submitted for approval.<\/p>

Staffing decisions are directly linked to the budget process. Positions may only be filled once they have been approved within the organisational structure and included in the annual budget. Approval from the Ministry of Finance is required prior to recruitment, ensuring that staffing levels remain within allocated financial limits.<\/p>

Regular institutional reviews are required to ensure that organisational structures remain relevant and responsive to evolving priorities. Adjustments may include creation or abolition of positions, redefinition of roles, or reclassification of grades. All proposed changes must be justified, documented, and submitted for approval.<\/p>

Workforce costs are subject to strict budgetary controls. Each institution is responsible for managing staffing levels and salary expenditures within approved limits, ensuring that personnel costs do not exceed allocated resources. The concept of a maximum staffing budget establishes a ceiling on the number of funded positions.<\/p>

Job descriptions form a critical component of the framework. Each position must have a clearly defined role, responsibilities, and qualification requirements, supported by a formal job description approved by the Civil Service Commission. These descriptions guide recruitment, performance management, and organisational alignment.<\/p>

Administrative processes ensure that all approved structures, positions, and job descriptions are properly documented, maintained, and updated. Coordination between institutions and central authorities supports consistency and accountability across the public sector.<\/p>
