Onboarding, Orientation, and Integration of Civil Servants<\/h4>

This Regulation establishes the framework for onboarding newly recruited civil servants within the Jubbaland State public service. It sets out the processes, responsibilities, and content of induction programmes to ensure that new employees are effectively integrated into government institutions and equipped to perform their roles.<\/p>

Application extends to all civil servants funded through the consolidated government budget, including those supported through donor-funded positions, while excluding categories such as security forces, judiciary members, and political office holders. The framework promotes consistency in how new staff are introduced to the public service environment.<\/p>

Induction is mandatory for all newly appointed civil servants and must be completed within the first month of employment. The process is designed to provide a structured introduction to the civil service system, institutional mandates, and the policies and procedures governing public sector operations.<\/p>

Content of the induction programme covers three core areas. Orientation to the civil service includes an overview of government systems, the role of the Civil Service Commission, applicable laws and regulations, and standards of conduct. Institutional orientation focuses on the mandate, structure, and operations of the employing ministry or agency. Job-specific orientation provides clarity on roles, responsibilities, performance expectations, and working relationships.<\/p>

The Civil Service Commission is responsible for coordinating and delivering the central components of the induction programme, ensuring standardisation and quality. Ministries and agencies, supported by supervisors, are responsible for delivering institution-specific and role-specific orientation.<\/p>

Managers play a key role in supporting new employees during the induction period. Responsibilities include providing guidance, ensuring access to relevant information, monitoring progress, and supporting performance during the probation period. Induction checklists and documentation are maintained to confirm completion of required activities.<\/p>

New employees are required to actively participate in the induction process, review provided materials, complete required documentation, and adhere to expected standards of conduct and performance.<\/p>

Administrative procedures ensure that induction is properly recorded, with completion documented and retained in personnel records. Formal confirmation of completion is issued to employees who successfully complete the programme.<\/p>

Mechanisms for complaints and appeals provide recourse where induction processes are not conducted in accordance with established procedures.<\/p><\/div><\/div><\/div><\/div>
